Put all of your action cubes (one at least) on the city area - it is your last turn this round. Perform one out of three possible actions:
The government sets the direction of your development and defines your short-term and long-term goals. Also every government provides discounts for a number of technologies associated with it.
Choose one of three governments: Autocracy, Democracy or Theocracy. Place this government card face up in your player zone.
Choose one of four religions: Christianity, Islam, Buddhism or Paganism. Place one token of the chosen religion on your starting province, and another one - on your government card.
Discard all the experience cubes from the card of your old government and get for each cube discarded. Take this card back to your hand. Instead, place the new government card to your player zone.
Discard the tokens of the previous religion from your starting province and your government card, and put tokens of the new religion instead. Other provinces under the influence of your old religion are not converted to the new religion, but you can spread your new religion to those provinces again in your next turn.

, as many black cubes you have drawn from the bag. It is a bribe. If the religion you are converting to is followed by multiple players, the bribe must be paid to the Spiritual Leader of that religion.
In rare cases, if during the check you draw more black cubes than expected and cannot pay the bribe, then you cannot change your religion. This means you have failed and wasted action cubes, but you can still perform any remaining free actions and then end your turn.
