From 1167 to 1250 CE, the Lombardians proved that wealthy cities could humble emperors. Behind their walls, Milan, Bologna, and their sister communes forged the Lombard League, their citizen militias shattering Barbarossa's knights at Legnano and forcing Frederick II to negotiate where his grandfather had demanded submission — a triumph of urban liberty over feudal might.
